Bullying Prevention & Intervention Policy
At Greater New Bedford Regional Vocational Technical High School (GNBRVTHS), we are committed to providing a safe, supportive, and inclusive learning environment where every student can excel academically and professionally. In accordance with Massachusetts General Laws (M.G.L. c.71 §37O), the District strictly prohibits bullying, cyberbullying, and retaliation in all forms—whether on school grounds, during school-sponsored activities, or through digital means that disrupt the educational process. We recognize that a culture of respect is a shared responsibility; therefore, we empower students, staff, and families to take an active role in maintaining our school’s integrity.
This policy outlines our comprehensive approach to prevention, the specific channels available for reporting incidents—including anonymous options—and the rigorous investigation and support protocols designed to protect the physical and emotional well-being of our entire school community.

HOW TO REPORT BULLYING
Bullying, harassment, or retaliation can be reported by students, parents/guardians, staff, or community members. Reports may be made in person, online, by phone, email, or anonymously.

Important Notes About Reporting
- Reports do not need to be in writing to be investigated.
- Anonymous reports are accepted; however, disciplinary action cannot be based solely on anonymous information.
- Students may ask a trusted staff member to help them make a report.
- Retaliation for reporting bullying is strictly prohibited.
- If harassment or bullying continues, report it immediately.
Definitions
- Bullying: Repeated (3 or more reported incidents) conduct that causes harm, fear, or disruption to a student’s education
- Cyberbullying: Bullying through electronic or digital means
- Retaliation: Intimidation or harassment following a report
- Aggressor: A student or staff member who engages in bullying
- Target: A student against whom bullying is directed
WHAT HAPPENS AFTER A REPORT IS MADE
Once a report is received:
- Immediate review by Security, supported by administrators
- Investigation following district protocols
- Support provided to students involved
- Families notified when appropriate
- Follow-up monitoring to prevent retaliation or reoccurance
All staff are required to report suspected bullying immediately to administration or Security.
SUPPORT FOR STUDENTS AND FAMILIES
The school provides support services for:
- Students who are targets of bullying
- Students who engage in bullying behaviors
- Families impacted by bullying incidents

Services are provided in culturally and linguistically appropriate ways, especially for:
- English Learners
- Students with Disabilities
- Homeless or Foster Youth
- LGBTQ+ students
- High-needs or Medicaid-eligible students
STUDENTS WITH DISABILITIES
When bullying impacts a student with a disability, the IEP Team will consider skill development and support needed to help the student prevent, avoid, or respond to bullying. Team Chairpersons are responsible for ensuring this discussion occurs.
PREVENTION & STAFF TRAINING
All staff—including educators, administrators, counselors, nurses, custodians, bus drivers, coaches, and paraprofessionals—receive annual training on:
- Identifying bullying and cyberbullying
- Reporting responsibilities
- Intervention strategies
- Supporting vulnerable student populations
Training occurs annually prior to September 30, with additional training provided as needed.
FAMILY COMMUNICATION & COLLABORATION
Families are key partners in bullying prevention. Each year:
- Parents/guardians are given access to our policy via Parent Square (parent communication system)
- The policy and reporting forms are available on the district website
- Educational resources are shared regarding:
- The effects of bullying
- Cyberbullying and online safety
- How families can support students
PROHIBITION AGAINST BULLYING & RETALIATION
Bullying and cyberbullying are prohibited:
- On school grounds and at school-sponsored activities
- On school buses, bus stops and transportation
- Through school-owned or personal technology
- Off school grounds if it creates a hostile school environment or disrupts learning
Retaliation against anyone who reports or participates in an investigation is prohibited.
LAWS & REGULATIONS
This Bullying Prevention & Intervention Plan is adopted and implemented in accordance with all applicable state and federal laws, including:
- An Act Relative to Bullying in Schools, Chapter 92 of the Acts of 2010 (Signed into law May 3, 2010)
- Chapter 86 of the Acts of 2014, amending M.G.L. c.71 §37O (Signed into law April 24, 2014)
Nothing in this Plan limits the authority of the school or district to take disciplinary or corrective action under applicable laws, policies, or collective bargaining agreements.
Statement of Legal Compliance
This Plan reflects both the original 2010 Massachusetts Anti-Bullying Law and the 2014 statutory amendments, ensuring compliance with current reporting, notification, prevention, training, and intervention requirements as mandated by the Commonwealth of Massachusetts.
